The Open Government directive of the Obama Administration: 08 December 2009

on the first day after taking office published Barack Obama a letter addressed to the tips of his administration memorandum entitled "Transparency and open governance , where he three main objectives for his ideas of Government 2.0 formulated.

• Transparent Governance . By providing comprehensive information about the activities of the government - so the idea behind it - should be their responsibility to the citizens and citizens will be expanded as much as possible.
• Extensive participation of citizens to be able to make their ideas and experiences feed into the work of government and thus to improve this substantially.
• Intensive cooperation between state agencies - including the various levels of the system of time - and between public authorities and civil society in the broadest sense, associations, NGOs, industry, etc., in order to increase the effectiveness of governance.

This extremely ambitious objectives have been the course of a single decision-making process in this form, were at the citizens of Web 2.0 tools from the first brainstorming session, the discussion and evaluation of different ideas to the drafting of concrete proposals closely involved and directly (for a detailed description of this process, see my presentation "Government 2.0. The example of Obama administration, "which you can download from Scribd ) poured in a directive, which was published on 08.12.2009 in final form .

The eleven-page document consists of two parts: the actual policy (6 pages) and an appendix with explanations about the implementation of administration. The memorandum instructs the Administration, following four measures, or better implement measures designed to implement the above-mentioned three key objectives and connects this statement with rigid time constraints.

1. make government information available online.
2. The quality of government information to improve dramatically.
3. A culture of open governance in the above sense to create and institutionalize.
4. a framework - in the broadest sense - to that open governance, and supports and promotes.

What at first looks very abstract, proves to be a closer look at the memorandum to be extremely specific, because in each case at any point is given, what exactly to a certain point in time (and there is talk of 45, 60 or 120 days at point 4!) must be present. "We've got to recognize that we can not treat the American people as subjects, but as a co-creator of ideas "

Since the policy appears to have finally, as far as the economy and individual companies - beautifully described in the book Wikinomics - have long ago. It is not simply getting be involved about making citizens a say a little, to give you the feeling. Policy is rather - as in the quotation by Vivek Kundra is expressed so beautifully - rely on them because they are faced with increasingly complex societies and problems of the 21st Century, their ideas, their expertise and commitment needed to control their tasks still perceive a meaningful way.
